APIC impose penalty

ITANAGAR, Oct 9: The Arunachal Pradesh Information Commission (APIC) has imposed penalty of Rs 11,250/- under RTI Act, 2005 on PIO/EE, PWD, Seppa Division, East Kameng district for deliberately defying its order for a complaint made by one Lala Bayang. The PIO has been directed to appear before the Commission on 26th Nov 2015 with deposited copy of the challan.  

The commission further directed that in case of failure to comply with the order, arrest warrant will be issued against the PIO.

 

Gapak inducted to IFS

ITANAGAR, Oct 9: Ministry of Environment, Forest and Climate Change, Government of India, has inducted Tapu Gapak, a 1987-89 batch state forest service officer, in the Indian Forest Service (AGMUT cadre) by a notification issued on October 7.

He is currently serving as Deputy Conservator of Forest, PCCF office.

 

Four trucks seized for lifting quarry

ROING, Oct 9: Acting against illegal mining in Lower Dibang Valley district, the department of Geology & Mining have seized four trucks for lifting quarry from Khando/Samak Nallah, which is not a government notified quarry.

The department also realized an amount of Rs 26,300 as penalty from the truck owners and deposited the amount to the government account, informed AMDO Bredenso Yun.

The district administration has further banned lifting of quarry from Khando/Samak Nallah till further order and directed that mining materials will only be lifted from notified government quarry. (DIPRO)

 

Committee review UTPs

ITANAGAR, Oct 9: During a visit to the sub-jail at Khonsa, where there are 50 Under Trial Prisoners (UTP) lodged, members of the UTP Committee consisting of the Deputy Commissioner, Superintendent of Police and Member Secretary of UTRC-cum- Magistrate First Class found that there are two UTPs who are not able to furnish bail owing to poverty. Three under trials are entitled to benefit under section 436 A of CrPC. One UTP has been granted bail. The committee further found that two UTPs have offences which are compoundable.

Meanwhile, the members of the under trials review committee meeting of Tirap district was held in DC's conference hall on Oct 6. (DIPRO)

 

12-member rubber grower team leaves for exposure visit

ITANAGAR, Oct 9: A 12-member  team of rubber growers of Arunachal Pradesh today left Itanagar for exposure tour to Kerala under the scheme 'Shastradarshan' of Rubber Board of India (RBI) which was supported by the department of Trade and Commerce of the state Govt.

The team members drawn from various rubber growing districts of the state will visit Rubber Plantations by various Self Help Groups and processing units in Kerala during its 10 days exposure tour.

Addressing the flagging off ceremony held at RBI Regional Office here, Director, Trade and Commerce, Tokong Pertin has advised the rubber growers to learn the techniques being followed in Kerala and adopt the practices in Arunachal Pradesh so that the others can learn from them.

This program was chalked out during the visit of Anil Kumar, Additional Rubber Production Commissioner to Arunachal Pradesh and Rubber Board of India (RBI) had sanctioned this programme as a special gesture to state Govt. Pertin also showered  praises on RBI as it has sanctioned Field Officers and posted technical staff to Namsai, Roing, Ruksin, Pasighat, Naharlagun and a RBI regional office to attend technical requirement of rubber cultivation.

Among, others, Kuruvila Joseph, Development Officer and Summi Doye Jamoh, Field Officer, RBI regional office,  and S. Modi, Dy. Director, Trade and Commerce, also spoke on the occasion.

 

Smart Class launched in Daporijo

Daporijo, Oct 9: The Government Middle School, Police Colony, Daporijo saw the launch of first ever computerized smart class programme in the district, in the presence of Deputy Commissioner Komkar Dulom, DDSE S. T. Zara, Commandant (CRPF) 138 BN, Daporijo, BEOs, teachers and students of the school. During the programme, a demonstration of smart class was given through the visual teaching of a simple science concept.

The DC, speaking on the occasion, congratulated the students on being the first to benefit from the smart class and hoped that it would be useful in teaching difficult concepts so that students understood and remembered it with the use of visual medium.

Saying that this was just a beginning in the introduction of smart class in the district, he explained the benefits of smart class and outlined plans for its expansion to other schools in the area.

The DC made the teachers and students of the school responsible for taking care of the equipment provided for the smart class and advised them on the correct use of technology. He also informed about the 'Green Daporijo' plantation drive to be launched in the coming year and called for the active participation of all in the campaign.

The Commandant (CRPF) expressed his happiness over introduction of modern technology in classroom teaching and advised students to take full advantage of it. DIPRO

 

Training on organic farming

ROING, Oct 9: The first phase of the Organic Farming School, a venture of the Agriculture department, under the Saansad Aadarsh Gram Yojana (SAGY) was conducted at Kera-aa Ati under Mayu-II GP here today.

Resource persons ADO Nasiya Mena and SMS KVK V.K. Pandey gave practical demonstrations on preparation of soil and sowing of seedlings in proper way during the programme. The trainees were also taught about techniques and requirements of different vegetable varieties.

"This farming school venture is divided into different phases, starting from today's seed sowing to harvesting of the product", said Mena. The next phase of the training will be conducted on transplantation of the saplings of different vegetable varieties, as soon as the seeds sprout into saplings, she further informed.

The programme ended with distribution of variety seedlings to the trainees.

Meanwhile, General Secretary of the Kera-aa Ati Welfare Committee (KWC) Hapi Mene informed that this farming school programme is being conducted  to encourage kitchen gardening under the SAGY.

Last month, the Regional Centre of Organic Farming, Imphal, Department of Agriculture and Cooperation, Government of India, had also conducted a one-day farmers training programme at the village under the SAGY, with an objective to motivate farmers to adopt organic farming to develop the Village Panchayat as a Model Organic Village in the state.

Roing, Oct 9:  In all 12 progressive farmers including farm women took part in a KVK, Lower Dibang Valley organized community sensitization programme under 'Mera Gaon Mera Gaurav' at Rukmo village here today.

Senior Scientist and KVK Head, Dr. T J Rameesha spoke about Mera Gaon Mera Gaurav programme and urged farmers to cooperate with the KVK for its effective implementation.

College of Fisheries, Mangalore, Associate Professor, Dr. AT Ramachandra Naik informed the farmers about the benefits of adopting cost effective innovative technologies such as integrated farming, composite fish culture, polyculture of carps and prawns and ornamental fish rearing as a source of income.

SMS (Agronomy) emphasized on farm mechanization for drudgery reduction of farm women involved in agriculture while, SMS (Animal Science) stressed on the need to adopt livestock- based fish farming to reduce operational cost with higher production and income.

SMS (Fisheries) also stressed upon fish pond management and flood control measures to be adopted for avoiding huge economic losses.

15 resignations: UOAP

ITANAGAR, Oct 9: Saying that the exit of the two MLAs, Gabriel D Wansgu of Kanubari and Wanglam Sawin of Khonsa East, from State Legislative Assembly is unconstitutional and unwarranted; the United Organization of Arunachal Pradesh has demanded that the Speaker accept the remaining resignation letters tendered by 15 other MLAs.

The representation which it served to the Governor, reads, "the statute is very well settled that any resignation from a legislator is to be from free will and consent and as per the Article 190(3)(b) of the Constitution of India, the resignation should be handwritten".

 

Upgrade Pakke Kessang to ADC (Ind) HQs: Union

ITANAGAR, Oct 9: The All Pakke-Kessang Pijeriang Dissing-Passo Seijosa Students' Union (APPDSSU) has demanded up-gradation of the EAC headquarters at Pakke Kesang to ADC HQs (Independent). The union served a memorandum to the Chief Minister in this regard.

It reasoned that the general public is facing lots of hardships in terms of administrative workload exigencies as people have to travel to Seppa to get the works done.

 

Rape incident condemned

ITANAGR, Oct 9: The All East Kameng Students' Union (AEKSU) has demanded exemplary punishment for the rape accused, Logo Singhi, of a five year old girl at Seppa.

In its representation to the SP, East Kameng, it said that the culprit be awarded with exemplary punishment so that such incidents do not repeat.

 

ASI no more

ITANAGAR, Oct 9: Gangte Karung of Leel village, Kurung Kumey district had died on Oct 8, at North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences, Shillong, Meghalaya.

Gangte Karung was serving as an Assistant Sub Inspector in APP and posted at Gumto Check gate. He is survived by his wife, three sons and a daughter.

Deeply mourning his sudden demise, the Gangte Young Star Society for Educational Development (GYSED) has extended heartfelt condolences to the bereaved family and prayed for the eternal peace of the departed soul.

 

Meet on FDR

YUPIA, Oct 9: District Level Executive Meeting of Disaster Management Department of Papum Pare District was conducted here under the chairmanship of DC Tai Kaye on Friday regarding FDR schemes received from various engineering department and public for examination and recommendations.

After threadbare discussion the Executive Committee decided to recommend four FDR schemes received from EE (PWD) Doimukh Division to Directorate of Disaster Management for consideration. All the individual FDR schemes submitted by the public were asked to forward it to the administrative officers of the concerned areas for proper verification, authentication and recommendation to District Level Executive Committee for further course of action. In the meeting it was also decided not to entertain individual FDR cases or Schemes for consideration in District Level Executive Meeting as per the direction of higher authorities.

ASI on Arunachal talent hunt

ITANAGAR: A two-member team from Army Sports Institute (ASI), Pune will visit Arunachal Pradesh to scout for talents in seven sports disciplines including Archery, Athletic, Boxing, Diving, Fencing, Weightlifting and Wrestling during November-December-2015 and in the month of March-April-2016.

This was decided at a meeting between Daniel Teli, Jt. Secretary of Arunachal Olympic Association (AOA) with Colonel PS Cheema, Commandant, Army Sports Institute (ASI), Pune recently.

The Army Sports Institute is the Asia's second best Sport Institution with world class facilities for the seven sports disciplines and has produced lot of Olympians. In weightlifting, Arunachal Pradesh has highest representatives with seven lifters in ASI.

Weightlifters and Wrestlers admitted in ASI, Pune in 2009 has been bringing laurels from regional, national and international championships.

The Army in honour of achievements by Arunachalees has recruited Kojum Taba as Junior Commission Officer, Yukar Sibi and Sorom Hitlar Tagru as Havaldars.

SMDS-IV Itanagar concludes with key recommendations to Niti Ayog on Mountain states

Policy intervention needed for community forest management: N.C. Saxena

ITANAGAR, Oct 9: The Sustainable Mountain Development Summit-IV being held here at Itanagar, under the aegis of Integrated Mountain Initiative (IMI) from Oct 7 will forward the outcomes and recommendations to NITI Ayog on Dec 11, the International Mountain Day for further action.

The final recommendations would be finalised later by the IMI core team.

The core themes deliberated during the three days event were Disaster Risk Reduction, Forests and Mountain Agriculture.

Some of point included for recommendations includes establishment of fully capacitated model District Disaster Management Authority (DDMA) in one district in each state, 100% coverage in terms of DDMPs in all hill states.

On the theme of Forest, it was found that there incoherent institutional and legal Policy with limited space for communities in conservation. It was also recommended that shared vision to be created for the community and state and other stakeholders to develop forestry sector vision 2030 to help in unlocking potential of forestry for sustainable mountain development.  

One of the recommendations also include ecologically sustainable, socially inclusive, resilient, diverse, flourishing and market-linked mountain agriculture economy driven by youth and women by 2030 as well as formulation of a clear mountain-specific policy approach for Himalayan Agriculture.

Alemtemshi Jamir, Vice President, Integrated Mountain Initiative (IMI) informed that inclusion of Arunachal Pradesh in the PRASAD scheme under Tourism would also be a recommendation of the SMDS-IV. The Bhalukpong-Bomdila-Tawang Buddhism circuit has been envisaged under the PRASAD scheme.  

Sustainable Mountain Development Summit-IV saw participation of all 12 mountain states of the country as well as representatives from Nepal and Bhutan.

Making the concluding remarks of the summit, Dr. NC Saxena, Advisor UNDP and former member Planning Commission, opined that the neglect of mountain areas has been historical since the British times and it is not an easy task to manage community forests and land and that management capacity of the local people has not been satisfactory which needs government policy intervention to manage them.

The community management of forests is good but it has become open to access for all and nobody is protecting it. Elites are capturing the land and forests but on paper it has remained as community forests, he stated.

There is shortage of production in the mountain states, and they are dependent on PDS compared to other parts for which the PDS needs to be strengthened, he said.

Further, Saxena terming fake NGOs as Paper NGOs, cautioned of these NGOs as they are contractor driven NGOs and eat into government funds. He also expressed optimism in the representation and involvement of women in the SMDS.   

Union Minister of State for Home, Kiren Rijiju in a video recorded statement stated that the development of mountain regions was essential. Assuring his cooperation and support to SMDS, Rijiju added the Himalayan development was imperative for the mountain people.  

There was a briefing on the Chief Secretaries Conclave and Indian Himalayan Legislators Meet which was held as side events on Oct 8. Earlier, giving a brief background of IMI and SMDS, RS Tolia, President IMI informed that through "Forum envisage voices of the mountain people to be heard at the national and international forums and policymaking. The problems, solutions and way forward for the mountain states will be discussed for specific policy formulations as the problems are different for mountain regions, he added. The forum includes legislators, government officials, retired civil servants, and civil society movements. Responding to a question from the media, on the absence of hydro power development and its impacts in the Sustainable Mountain Development Summit-IV discussions, Tolia categorically stated that "we are aware of the positive and negative impacts of hydropower development in mountain states, and the issue had been the core theme in the first summit at Nainital in 2010. The focus here post Nepal earthquake is mainly on Disaster Risk Reduction", he added.     

Stating that the issue is a concern as the affects of hydro power development is much larger than other big projects; Tolia opined that the rehabilitation policies should be more liberal than other projects. One should be aware of the problems in the downstream too but there are devices like public hearing where people can raise their problems, he added.  

Responding to the statements that SMDS was not involving NGOs at the grassroots, Tolia said the impression was wrong as it is a forum for all people to come together and work out a plan. Convenor SMDS-IV and Chairperson SDFA, FM Jaiswal added that the summit has involved NGOs in the whole preparation level.

Around 235 delegates from outside the state participated in the SMDS-IV. The next SMDS would be held at Leh, Jammu and Kashmir, for which the Ladakh team formally received the baton.

 

 

Miscreants vandalise Government

Roing, Oct 9: In a shocking incident, the Government Higher Secondary School of Roing was vandalised by some unknown miscreants in the dark of the night.

The destruction was only discovered at around six in the morning today when the school authority and students gathered to clean the school premises.

The Principal's office and the Account Section were the worst affected. The miscreants broke into these two rooms and completely destroyed the property and ransacked important files and documents. Files were also seen strewn outside the building housing the rooms. Apart from these, the library, store room, teacher's common room, crafts room, the VPs room and the computer room were also vandalized.

The most unsettling aspect of the whole act of violence was the fact that these miscreants tried to set the school ablaze, with curtains half burnt at various parts of the school. Half burnt match boxes were also found in various sites where they tried to set fire.

"This is the fourth time that the school's property has been vandalised in this single session. FIRs were lodged every single time but no culprit has been caught yet", informed Principal of the school, D.Lego.

 She also informed that School authority has requested the police to patrol the school area many times but despite that such vandalisms have not stopped. School informed that nothing has been stolen and only destroyed, which suggest that it was an act of vengeance and not of theft. The police have asked the school authority to cooperate with the interrogation procedure and provide any information which may lead to the criminals.

As per information provided by the school authority, around two months back a group of 5-6 boys were restricted from the school after being caught abusing alcohol in school uniform near the school gate. Reportedly, another group of 6-7 boys were again caught doing drugs, and since two of the boys were repeat offenders, they were expelled from the school while the others were restricted.

"We are ready to provide the names of all these restricted and expelled students to the police, and at the same time we demand that thorough investigation is done and the culprits are brought to notice, and dealt with according to the law", said Lego.

Meanwhile, the students and teachers of the school have been left shaken by the incident. Reportedly, although the school has seen such mishaps many times in the past, this has been the worst of all.

 

 

ATR aircraft meant for N-E diverted to Bengaluru

ITANAGAR, Oct 9: Arunachal Pradesh has said that the Union Civil Aviation Ministry had diverted a 72-seater ATR aircraft meant for the region to Bengaluru.

The ministry has recently procured five such aircraft for Alliance Air, a subsidiary of Air India, out of which one was meant for the North East.

Chief Secretary Ramesh Negi raised the issue before the team of Rajya Sabha Assurance Committee led by its Chairman Hussain Dalwai, who was in the state capital on a two-day visit beginning October 7.

The chairman, however, assured him to take up the issue with the concerned authorities.

"With coming up of several airports in the state, the introduction of the new ATR plane will boost the tourism industry besides improvement in the economy," Negi said, adding that if the service could be introduced between Guwahati and Lilabari in Assam's North Lakhimpur district, which is around 62 kilometers from Itanagar, the people of the state would largely be benefited.

" At present, Alliance Air is running only one 42-seater ATR aircraft for North East that too between Kolkata, Guwahati and other NE states barring Arunachal Pradesh.

The life of the aircraft is going to expire on October 22 this year after 19 years of continuous service.

"If the old plane is replaced with the new 72-seater, there will be significant decrease in fares and tourism industry of the region will flourish," Negi pointed out. PTI

 

 

Work restarts along Miao-Namchick

road, citizens sceptical on quality

MIAO, Oct 9: Following rigorous public outcry, the construction activity along the 27 KM Miao - Namchick road has restarted with roll out of heavy machineries.

The stipulated period of completion has expired but 50 percent of the sanctioned amount against the infamous road is intact and secure in the hands of PWD. The snail pace of construction has compelled the Executive Engineer, PWD, Jairampur take a call on the release of fund.

It is noteworthy that the total cost of construction of the 27 km road stands above Rs. 20 crores under Non Lapsable Central Pool Resources Scheme under Ministry of DoNER.

Quality of work is questionable however as there are large scale cracks and potholes in areas where carpeting work was done during the first quarter of the year between Kharsang and Namchick. If the trend persists, the road will not last another year.

Adequate funds in the form of 1st and 2nd instalments were released but progress and quality of work is contrary to public expectations and not in accordance with the laid down government norms.

The road in question is the lifeline of Miao Administrative Sub Division. The inordinate delay in completing the construction of the significant road has undoubtedly added multiple woes. The road conditions has not only hindered development works drastically but flow of domestic as well as international tourists has dwindled disproportionately. Citizens travelling along the potholes and cracks inflicted lifeline with medical problems are the worst sufferers. Owing to deteriorating road conditions, the general public are encountering the brunt of price rise and ascending graph of commercial vehicle fares.

Miao, known as one of the most beautiful and fastest developing towns till 2000 is today struggling to uphold the tag. With oil reserve Kharsang in the west and tourism potential Vijaynagar in the east, there has always been a huge prospect for growth but bad road conditions and absence of planning has taken the toll.

In its fourth year of construction, development hungry citizens  of Miao Administrative Sub -Division greatly expect that the concerned contractor K. S Lungphi and Public Works Department would take best advantage of the winter as working season to ensure quality completion of Miao-Namchick Road project.

 

 

Kamin assures support to Donyi-Polo Hearing Impaired School

ITANAGAR, Oct 9: Parliamentary Secretary, Social Justice & Empowerment & Tribal Affairs, Nikh Kamin while visiting Donyi-Polo Hearing Impaired School, Itanagar at Gohpur, today assured Principal that state Government under the leadership of Chief Minister Nabam Tuki will extend all possible help for the noble work that the institution is doing.

State Government has already allocated a sum of Rs. 50.00 lakhs in this current financial year, said  the Parliamentary Secretary. Parliamentary Secretary also donated a sum of Rs. 1.00 lakh for the school.

He inspected the Paper Printing Units of the school and was extremely happy, when he saw how the waste papers are re-cycled and made into a Paper-Bags and file folders.

He instructed the accompanying officers to order stationery items for the department from this school as a help and contribution towards the institution.

Earlier Kamin was given a warm reception by principal PK Sharma, staffs and students of the institution. The principal Sharma explained in details about how the teaching aids are being used for teaching the differently abled children. Arunachal sign MoU with NRL on bamboo

ITANAGAR, Oct 9: A Memorandum of Understanding (MoU) was signed today between Numaligarh Refinery Limited (NRL) and Arunachal Pradesh Bamboo Resources Development Agency (APBRDA) at the Chief Minister's Office here.

The understanding will pave way for sourcing 3 lakh tons per year by NRL, a public sector enterprise under the Ministry of Petroleum & Natural Gas, Government of India, from the state.

NRL is implementing a Bio-Refinery in Assam to produce bio-ethanol from available non-food bio-mass feedstock bamboo. The project is proposed to be implemented in 2 years time.

NRL has joined hands with a Finland based technology provider M/S Chempolis, which has a 3rd generation technology to convert bamboo to ethanol in commercially viable basis, which is much ahead of other established technology providers for conversion of bamboo to ethanol.

The MoU was signed by Yura Tugung, Vice Chairman, APBRDA and Bruno Ekka, General Manager (Mktng & BD), NRL in presence of Chief Minister Nabam Tuki, Health Minister Rajesh Tacho, Minister PHE Takam Pario, State Rubber Board Chairperson Likha Maj and officials of the APBRDA.

NRL officials present were Rajib Changkakati, Manager (BD), Atanu R Sharma, Manger (BD & Pipeline) and Kamesh Salam, Bamboo Consultant.

Tuki appreciated APBRDA, particularly its Vice Chairman, for the novel initiative that would offer a permanent source of revenue generation for bamboo farmers and communities owning vast bamboo groves in the state.

He advised the officials of NRL to coordinate with APBRDA and conduct awareness camps across the state for benefit of bamboo growers. He observed that people will have to be made aware of the benefits of the understanding and equip them with scientific know-how on regeneration of bamboo plants.

"The technique of recycling the bamboo plants has to be imparted to the people so that while on one hand bamboos are cut down for outsourcing on the other hand these are re-grown. This must go simultaneously so that at no point of time bamboo gets scarce," the Chief Minister pointed.

While assuring to take the suggestion seriously, NRL authorities informed that the MoU will enable to identify bamboo catchment areas for primary processing by the communities for converting into bio-fuel. It will also set up bamboo processing clusters in the state, which will ultimately promote bamboo plantation and processing for value addition along with providing large scale sustainable employment opportunities for people in bamboo plantations and bamboo semi-processing units.

"We look forward for successful implementation of the MoU for availing long term supply of bamboo for the bio-refinery on mutually beneficial terms for both Arunachal Pradesh and NRL," said the NRL GM.

Meanwhile, on drawing attention of the NRL towards scarcity of petroleum fuel like diesel and petrol hitting the state at times by the Chief Minister, NRL authorities informed that NRL is under process of laying a product pipeline from Numaligarh Refinery in Assam to Itanagar (Doimukh IOC depot).

"We have already done the preliminary survey for the 55 km pipeline and it will cross the Brahmaputra river from Kamargara to Gohpur," informed Sharma, Manager (BD-Pipeline) of NRL.

 

 

Agri-Horticulture Exhibition at Gandhi Park extended

ITANAGAR, Oct 9: The Agri-Horticulture Exhibition at Mahatma Gandhi Park near Banquet Hall, put up on the occasion of Sustainable Mountain Development Summit-IV has been extended for one more day till 10th October.

It will be opened from 10 AM onwards till 6 PM. The decision has been taken by the Government, considering that office goers do not get chance to visit the exhibition during working days. The theme of the exhibition is 'Showcasing Plant Bio-resource of Arunachal Pradesh".

The Horticulture exhibition includes display of various species of bamboos, Orchids, Medicinal Plants, local vegetables and wild fruits found in the State.

On the displays are also various Apple and Kiwi varieties, wild Kiwi fruits found in the state while Agriculture Department has displayed various rice varieties and Apatani Paddy cum fish cultivation practice. The SFRI has displayed various bamboo products.

The purpose of the exhibition is to showcase the rich plant bio-resource of Arunachal Pradesh to the visiting guests from other States who have come to Itanagar to participate in Sustainable Mountain Development Summit-IV, as the state is considered as one of the Biodiversity hotspot of the world.

The exhibition will also be a great learning experience especially for students and the public as well, to know about our plant resources. Parents can bring their children to acquaint them with local vegetables which has more nutritional and medicinal values than the commercial vegetables.

A pictorial guide book authored by Arunachal Pradesh Horticulture Research and Development Mission (APHRDM) team on the indigenous vegetable and medicinal plants of the State, released by Chief Minister on the opening day of the Summit, will also be available for sale at the exhibition hall.

 

 

Book festivals inculcate reading habit: Governor

ITANAGAR, Oct 9: Governor of Arunachal Pradesh J P Rajkhowa today said that book festivals expose the children to the world of books and inculcate the habit of reading among them and also familiarize them with the world beyond the classroom. Governor said this after he inaugurated the 11th Festival of Books for Children at Lummer Dai pavilion in Assam Engineering Institute playground, Guwahati today. The festival is being organized by the Assam based NGO, ANWESHA and the main pavilion of the 10-day festival is dedicated to the literary doyen of Arunachal Pradesh, Lummer Dai.

The Governor said that books are the first foundation for an individual to become a good and useful citizen. It is most important source of information particularly good children books during early stages of learning at tender age. Children story books like Grandma's tales by the legendary litterateur Lakshminath Bezbaruah, Gulliver's Travels, Aesop's Fables, Panchatantra  stories, Hitopadesha etc. have been not only source of delight for the young people, but also provide them excellent moral lessons.

While appreciating the endeavour of the organisers, particularly ANWESHA for organising such important children book festival in Guwahati for the past 25 years,  the Governor requested them to organise such events in Arunachal Pradesh also in association with local bodies like K.V. Sangathans, Arunachal Literary Society, State Education department. The Governor assured necessary cooperation and support for such initiatives.

The Governor emphasized that, like the ANWESHA book festival for children in Guwahati, it should be a calendared event in each of the districts of the Frontier State.

The central theme of the Festival by is WASH (Water, Sanitation and Health) through 'Swachh Bharat, Swachh Vidyalaya' mission.

An important feature of the festival includes a two-day workshop on storytelling for children conducted by internationally acclaimed storyteller Jeeva Raghunath, a two-day art workshop for children by well-known illustrator of children's books, Atanu Roy and a two-day hands-on workshop on art and science for early graders by Mita Hegde of Circle of Explorers from New Delhi.

On the last day of the festival, the National Book Trust, India, will organize a discussion on 'Knowledge Resources of the Northeast and Children's Literature'. (PRO to Governor)

 

 

Kurung Kumey to restructure benefits extendable to special children

Koloriang, Oct 9: Kurung Kumey is making efforts to streamline the distribution of Government benefits extendable to differently abled children/children with special needs. During a meeting chaired by the Deputy Commissioner , Kurung Kumey Mamata Riba on 8th October, there was a detailed discussion on schemes for provision of assistive device/aids and appliances under IE intervention as well as children with special needs (CWSN) under SSA Rajya mission, inclusive education to differently abled students of secondary section under RMSA, Chief Minister Scheme for disabled and one time grant: Ex-gratia from Social Justice, Empowerment and Tribal Affairs.

The meeting scrutinized the list of beneficiaries who have been given assistance in the year 2014-15 and list of beneficiaries to be proposed in current financial year.

The board observed with concern that a lot of children are suffering from different form of disabilities. It called upon medical department to ascertain details of CWSN like probable cost of the disorder during Rastriya Bal Swasthy Karyakaram.

Riba called upon the nodal departments to dedicate themselves to imparting benefits of various schemes evolved by the Government so that all the children of the district with special needs find government supported   benefits at their doorsteps.

The meeting attended by Tai Tach DDSE /DPO SSA, T.W Thungon, Deputy Director, ICDS, Bullo Omo, Health Programme Manager,  S Gyamar  DPO, RMSA, Nangbia Rima, Coordinator  SSA    sought to explore  convergence of various programmes being implemented by various departments. DIPRO

 

 

Koloriang, Roing ready for Mission Indradhanush

ITANAGAR, Oct 9: The Tirap District Task Force for immunization meeting was conducted under the Chairmanship of Tirap Deputy Commissioner Ravi Jha at his Office chamber on Oct 9.

While appreciating the Tirap District Health Society,  the DC emphasized upon village-wise headcount of beneficiaries from 0 - 2 years of children including pregnant women to be undertaken for 2nd round Mission Indradhanush scheduled from 7th November, 2015. The DC urged the DMO, DD (ICDS) to ask the ASHAS and Anganwadi workers to ensure full coverage of targeted beneficiaries

Earlier, Dr. N. Lowang spoke on the objective and strategies of Mission Indradhanush on proper and realistic micro planning and suggested for re-orientation of AWW/ASHAs particularly in Lazu area.

Speaking on the occasion A. Lowangchha, DD (ICDS) threw light on head account of children below             2 years  and pregnant women by Anganwadi workers. She said that all the ICDS workers being activated and asked to play a pro active role.

The important meeting was attended by DRCHO, DD (ICDS), DDSE Sontung Bangsia, ZPM, Khela-Lamsa, Medical Superintendent and Medical staff.

Koloriang:Two day's workshop for launching Mission Indradhanush and pentavelant/IPV was organised at Koloriang on Oct 7-8 by the District Health Society, Kurung Kumey.

The programme was attended by SMO, WHO Naharlagun and DRCHO Koloriang as resource persons. Meanwhile the ZPM of Upper Koloriang, Bengia Tagar flagged off the mission Indradhanush programme by giving 2 drop polio vaccine to a six month old baby of Yumlam village.

Further a meeting on District Task Force for Immunization with special focus for ongoing mission indradhanush programme was held at Koloriang today chaired by DC Kurung Mamata Riba, Koloriang. DIPROs

 

 

TWMFT: An attempt to spot local

talents, popularize sports

It will not be an exaggeration to say that all the roads in the sleepy little Khonsa Township have been leading to the Nehru Stadium from the 19th September to 10th October thanks to the prestigious Thansen Wangchadong Memorial Football Tournament organized by the Tirap district administration and sponsored by Wanglin Lowangdong and his family in loving memory of late ThansenWangchadong, Rani of Borduria. The beautiful game of football has generated so much enthusiasm and interest, especially among the youth that be it offices, markets, schools, colleges, hospitals, bus-stops and wherever people I meet, the main topic of discussion has been football and football only. In every match the Nehru Stadium has been jam-packed with enthusiastic football aficionados. Leave alone the youth, even the girls and women have been leaving behind their household chores to witness the matches with as much interest as their male counterparts. We have heard of Ping-Pong Diplomacy or Cricket Diplomacy between nations. Haven't we? This speaks volumes about how important games and sports are in our lives.  These days, everyone I meet only asks me about the on-going football tournament before exchanging our pleasantries. The young girls in office working on their computers and laptops seriously without even looking at me would ask the same expected question to me, "Sir, who won the football match yesterday?" So also my staffs in office and people working in my residence have only one thing to know; the result of the last football match. Even Sitaram, the oldest vegetable vendor in the Khonsa market while weighing the vegetables I buy from him would ask, "Sir, aajka match kaunjeetahei?" So, everybody has been directly or indirectly involved in the Thansen Wangchadong Memorial Football Tournament being conducted at Khonsa. This is what games and sports can do. I have no qualms about admitting that the sponsors, Lowangdong and his family and the district administration have been successful to a great extent to unite the people through football and generate great interest towards the game of football, especially among the youth of the district.

Altogether 29 teams from all over Tirap district representing different clubs and villages are actively partaking in the highest prize money football tournament. Barring a few minor hiccups, the whole tournament has been peaceful and a very good camaraderie is seen among the players of different teams.  In a nutshell, it can be said that the players are maintaining the high ideals of the spirit of sportsmanship which should be appreciated by all.

After the knock-out rounds, quarter finals and the closely fought semi-finals, Khunnu Youth FC will clash against Khonsa Bazaar FC in the grand finale at Nehru Stadium, Khonsa on the 10th of October which will be graced by the young Nampong MLA Laisam Simai. It may be recalled that the tournament was inaugurated by none other than the Arunachal East Lok Sabha MP Ninong Ering on the 19th of September at a glittering opening ceremony. The winners will be richer by Rs 50,000/ along with the glittering trophy and the runners-up will receive Rs 25,000. The most prized and the important award for the 'most disciplined' team will get Rs 20,000. There are also individual awards of Rs 5000 each for the best player, best goalkeeper and highest scorer. The match officials from the 1st Assam Rifles have been very efficiently managing the matches. The district administration, district Police, 1st Assam Rifles, 36 CRPF, all the government departments and the committee members have been working hard to make the tournament a grand success. Thanks to the Thansen Wangchadong Memorial Football Tournament, even the condition of Nehru Stadium has markedly improved.

The sponsor of the tournament Wanglin Lowangdong has this to say, "I am eternally grateful and indebted to the district administration and the committee members for organizing the Thansen Wangchadong Memorial Football Tournament so efficiently. The main aim and objective of organizing this football tournament is to spot local talents and also popularize football, especially among the youth of Tirap district. I may add here that Tirap district is lagging behind in the fields of games and sports which we cannot afford in this age of cut-throat competition. The state government has a sports policy in place wherein 5% reservation is kept for accomplished sportspersons in all categories of government jobs. In Police department the reservation for the sportspersons is 10%. So, we are making an honest and humble effort to enthuse and instill a sense of love and keen interest for games and sports among our youths to enable them take maximum advantage out of the seat reservation against sports quotas.

I must add here that the old Hindi adage 'padoge likhoge bano ge nawaab. Khelo ge kudoge banoge kharaab' is no longer in vogue as today, games and sports are given as much importance as academics the entire world over. Many great sportspersons have become sporting Ambassadors of their respective countries. The sportspersons of different games and sports are icons and idols of the youths. In conclusion, I am tempted to say that the organizers of the ThansenWangchadong Memorial Football Tournament have done their bit to popularize football in the district and also to enthuse the youths of the insurgency-hit Tirap district to take sports seriously to make a career out of it. Bamin Tani Memorial Badminton Tourney

Dani Tanyang and Dangu Tagia win men’s doubles title

ZIRO, Oct 9: Dani Tanyang and Dangu Tagia of Govt. Hr. Secondary School, Ziro emerged winner in men's doubles badminton while Takang Taku and Nengker Tado of Himalayan Heritage School, Ziro were adjudged as Runner up  in the final match of the Bamin Tani Memorial Badminton Tournament -2015 played at Multipurpose Indoor Stadium, Hapoli here today.

Dani Tanyang  also defeated Takang Taku of Himalayan Heritage School, Ziro in the men's single, while in women's single Dani Dilhyang of Govt. Hr. Secondary School, Hija defeated  Chukhu Martha of Govt. Secondary School, Hapoli in the final.

In the Essay Writing Competition 2015, Bamin Mamung of Hill Queen Educational Institute, Ziro and Dugi Tara of ABYSS Institute of Science won 1st and 2nd prize respectively.

Addressing the valedictory function, Tanii Supun Dukun Secretary, Er. Tapi Tai urged the  organizing committee to give more importance on academic excellence. He further suggested to conduct more literary event like debate and extempore speech competition and assured to sponsor the prizes of extempore speech.

 In his address, Lower Subansiri Badminton Association president, Er. Toko Otu described the tournament as a landmark in an effort to encourage youth of Ziro plateau toward badminton. He also assured the organizing committee to extend possible support in the next edition of tournament.

Capital policedeserves appreciation

Capital police have done commendable job by arresting nine criminals for allegedly plotting to rob banks. Yesterday in a press conference held at Police Headquarter, SP Capital made this revelation. Interestingly one of the arrested persons Hiba Tajuk is a known bank robber and has been involved in atleast 3 major robbery incidents in the past. Here the question arises how come he easily gets out from the jail even after committing such heinous crime.  It definitely raises serious question mark over quality of investigation done by the police. Also investigating officer as well as public prosecutor should take some blame in this regard.

This is just one instance. On various occasion Arunachal police has badly failed the citizens. Today many murderers, rapists, dacoits are roaming freely in the streets. Sometimes these people use their past criminal records to intimidate the people and indulge in extortion activities. Therefore police should try to build strong case against the criminals, so that they don't easily escape from the clutches of law. Coming back to the news of the arrest of nine criminals, the capital police deserves big round of applause for cracking such an important case. The way police meticulously planned whole operation and arrested all the accused one by one shows that if given proper support our police can do wonders. State government should equip police force with modern gadgets. This will help them in intelligence gathering. The capital police have completed first part of job by arresting the nine criminals. Now they should ensure that all the criminals are punished.

A school in the village

Dear Editor,

This is regarding functionless primary school at my home village, Ekke. We are all well aware that education is one of the agents of change and shapes of future of everyone who engages in it with dedication, hard work, sincerity and honesty. It gives a light to the blind and a stick to the lame. In this regard,  I personally salute the govt and department of education for  establishing a primary school at my remote village, Ekke. It was established in the year 1985 and started from class 1(one) up to class 5(five) with a single male teacher.

However, this school is paralysed due to various reasons. There is no maintenance of school building. It also saddens me to say that the nearby jungle will soon engulf this school if early attention is not paid by the govt, the department of education and public leaders as well.

As a loving son of Ekke village, I would like to humbly request the govt, the department of education and public leaders to do something to revive the facilities in the school for the convenience of poor kids.

Let us hope that our poor brothers and sisters will also get a chance for quality education.

World Mental Health Day

Dear Editor,

Though, human health is one area where 20th century made significant contribution, we still have a long way to go. The objective of World Mental Health Day (October 10th) is to raise awareness of mental health issues & mobilize efforts in support of mental health. Initially when someone or someone close to you is diagnosed with mental illness, people feel ashamed and lonely and find it difficult to open up because of stigma attached to it.

Bill Clinton said “Mental illness is nothing to be ashamed of, but stigma and bias shame us all.”

A change in people’s perception and through improved public awareness and mental-health literacy can society remove the stigma and discrimination that stands in the way of finding cures and help people diagnosed with mental illness live a complete life they deserve. We need to support those suffering & help them to recover and integrate into society. Let us remember- If we replace ‘I’ with ‘We’ illness becomes wellness.

Maldives, India need to design comprehensive disaster mitigation and climate change plan

The island nation of Maldives has been seriously impacted by climate change and global warming that has negatively affected the extremely fragile local island ecosystems. The nation has seen unprecedented economic as well as population growth over the past three decades; stretching far behind the carrying capacity of the resource poor island nation.  

Over exploitation of the natural resources of the archipelago, exponential growth of international tourism, the principal industry supporting the local economy, unplanned multiple infrastructure and construction projects in several islands of the archipelago, direct dumping of domestic wastes into the sea and within the islands without treatment or processing, enhanced environmental pollution; further complicated by rampant allegations of corruption and political instability from the perspective of long term eco-environmental sustainability of the archipelago is posing serious future challenges for the nation. Furthermore, being an island nation, it is also important for Maldives to plan meticulously for dealing with the future challenges of impending danger of sea level rise threatening the entire archipelago. It could be possible that within the next couple decades the situation of sea level rise may become so critical; that alternate safe habitats may be necessary for relocation of impacted islanders for their long term safety and security. Maldives has been approaching several countries including Australia for moving their entire population, movable assets and properties on a permanent basis to a safer location by negotiating a land deal as reported by Sydney Morning Herald in 2012. The Guardian also reported, as early as 2008 that ‘Maldives seek to buy a new homeland’, suggesting the plight of the island nation to respond to the challenges of climate change and alarming rise of the sea level in the Indian Ocean region.

Maldives and India has a long history of cultural, socio-economic and geopolitical cooperation; and as dedicated SAARC members they need to work together in dealing with eco-environmental challenges. Unfortunately, the diplomatic and political ties between the two nations have gone through several ups and downs in the recent past leading to straining of relationships to certain extent. However, the best possible option for both nations is to engage in positive discussion and dialogues, in extending mutual trust, and in strengthening socio-cultural, economic collaboration and in deepening diplomatic cooperation. It is important for both nations to understand and appreciate each others critical issues and problems; and in becoming dedicated mutual partners in a joint initiative for disaster mitigation from the perspective impending climate change and sea level rise issues. These could positively benefit both nations from a long term and sustainable eco-environmental perspective.

Being members of the existing South Asian Association of Regional Cooperation (SAARCs) group, both Maldives and India need to look forward in working towards in constituting some joint initiative for dealing with the imminent challenges of global warming and climate change that is seriously jeopardizing the future of the island nation.

As a major mainland neighbor, it is the duty and responsibility of the Indian nation to stand by and support fellow citizens of Maldives against this overwhelming challenge facing the island nation. Similarly, Maldives also need to extend her geo-political cooperation with India by improving diplomatic, strategic, economic and eco-environmental ties. The parliaments of both nations must come together in working towards a common platform for introducing joint initiatives in dealing with climate change issues; and design a comprehensive disaster mitigation plan for future based on cooperation, coordination, mutual trust and strong socio-ecological collaboration between the two nations.

Release salary
